Perusahaan ini menawarkan saluran komunikasi untuk pengguna telepon genggam dengan pilihan pra bayar maupun paska bayar dengan merek jual Matrix, Mentari dan IM3; jasa lainnya yang disediakan adalah saluran komunikasi via suara untuk telepon tetap (fixed) termasuk sambungan langsung internasional IDD (International Direct Dialing), serta jasa nirkabel dengan merk dagang StarOne. Perusahaan ini juga menyediakan layanan multimedia, internet, dan komunikasi data (MIDI= Multimedia, Internet & Data Communication Services).

Pada tahun 2011 perusahaan ini menguasai 21 persen pangsa pasar dan di tahun 2013 mengklaim memiliki 58,5 juta pelanggan untuk telpon genggam.

Situs investasi untuk Indonesia menyatakan bahwa Indosat kehilangan beberapa persen pasar pelanggan telepon genggamnya pada tahun tahun terakhir. Sementara situs lainnya (Onbile.com) menempatkan Indosat sebagai perusahaan telekomunikasi terbesar ketiga pada tahun 2013 dibawah Telkomsel dan XL Axiata.

Pada Februari 2013 perusahaan telekomunikasi Qatar yang sebelumnya bernama Qtel dan menguasai 65 persen saham Indosat berubah nama menjadi Ooredoo dan berencana mengganti seluruh perusahaan miliknya atau dibawah kendalinya yang berada di Timur Tengah, Afrika dan Asia Tenggara dengan nama Ooredoo pada tahun 2013 atau 2014. Sementara Indosat dalam siaran persnya menanggapi hal ini belum memutuskan akan mengubah nama dari Indosat menjadi Ooredoo atau tidak, karena menganggap nama Indosat telah memiliki “hubungan” dengan pelanggan.

Indosat memiliki sejarah panjang perpindahan kepemilikan dan perubahan tujuan perusahaan semenjak didirikan pada 20 November 1967. Didirikan sebagai perusahaan modal asing oleh pemerintah Indonesia dengan nama PT Indonesian Satellite Corporation Tbk. (Persero), perusahaan ini mulai beroperasi pada September 1969 sebagai perusahaan komersil penyedia jasa sambungan langsung internasional (IDD). Perusahaan ini membangun, memindahkan, dan melakukan kaidah operasional sebuah organisasi telekomunikasi internasional (International Telecommunications Satellite Organization) disingkat Intelsat, untuk mengakses Intelstat lain (satelit) yang berada di Samudra Hindia dengan durasi kesepakatan 20 tahun hingga 1987. Sebagai konsorsium global organisasi satelit komunikasi, intelstat memiliki dan mengoperasikan beberapa satelit-satelit komunikasi.

Pada tahun 1980 Indosat menjadi Badan Usaha Milik Negara dan dimiliki oleh Pemerintah Indonesia. Pada akhir tahun 2008 saham pemerintah Indonesia tinggal 14,3 persen saja, dan sebanyak 65 persen dikuasai oleh QTel.

Karena sebagian besar kepemilikan Indosat dikuasai oleh pemodal asing QTel (Pemerintah Qatar), maka berdasarkan Peraturan Presiden Nomor 111 Tahun 2007 penyelenggaraan jaringan telekomunikasi untuk jaringan bergerak baik seluler maupun satelit, kepemilikan modal asing dibatasi 65 persen.[11] Sementara untuk jaringan tetap berbasis kabel maupun berbasis radio, dengan teknologi circuit switched atau packet switched, modal asing dibatasi maksimal 49 persen. Pada tahun 2008 Dirjen Postel Depkominfo Basuki Yusuf Iskandar menegaskan bahwa Indosat diwajibkan melepas lisensi telepon tetap miliknya (fixedline dan wirelessline) jika Qatar Telecom (Qtel) berkeras menambah sahamnya melebihi 49%. Hingga bulan Maret 2011 Indosat belum melepas StarOne, sementara Telkom menyatakan tertarik untuk mengakusisi StarOne yang memiliki ijin untuk telepon tetap, SLJJ, dan SLI ini.
